Thisfinancialembarrassmenthasdisappointedtheexpectationsoftheinhabitants，whonaturallyhadanticipatedbrilliantadvantagesfromthereformbetweenTurkishandEnglishadministrations。Myownopinionmaybevalueless，butitissharedbymany；CyprusshouldbelongabsolutelytoEngland，orweshouldhavenothingtodowithit。Irepeatthedictumexpressedintheintroduction；ifEnglandistheallyofTurkeyandshecandependupontheintegrityofthatdefensiveallianceagainstRussia，thereisnoneedforanystationthatincurstheobligationsofCyprus；
alltheTurkishportswouldbeopentoourships。TheoccupationofCypruswouldthereforesuggestthatafar-seeinggovernmenthaddoubtedtheintegrityofTurkey，andhadthereforedeterminedtosecureapied-a-terreinastrategicalpositionthatwouldcommandtheeastoftheMediterranean。Uponthispointopinionswillagaindiffer，andI
