“AccordingtoallaccountsthetaxationoftheinhabitantsofCyprushasunderTurkishadministrationbeencarriedoutinamostsevereandoppressivemanner，andtheimpostsuponcertainarticlesofagricultureandcommercehavebeensoheavythattheircultureandexporthasinsomecasesbeenalmostabandoned……
“Thecultivationofvinesforthemanufactureofwinehasbeensoheavilyandunjustlytaxed，thatagreatpartofthevineyardshaveoflateyearsbeenturnedtootherandmoreprofitablepurposes，orelsehavebeenabandoned，andconsequentlyabranchofagricultureforwhichtheislandisespeciallysuitedandaremunerativearticleofcommerceisneglectedandallowedtodecline。Anextensivedevelopmentofvineyardsandmanufactureofwineshouldbeencouraged，andwiththisobjectithasbeensuggestedthatitmightbewisetofreethisproductionfromallexceptexportduty。
