  June16。ThismorningCountMunstercalledandseemedmuchexcitedbythefactthathehadreceivedadespatchfromBerlininwhichtheGermanGovernment——which,ofcourse,meanstheEmperor——hadstronglyandfinallydeclaredagainsteverythinglikeanarbitrationtribunal。Hewasclearlydisconcertedbythistooliteralacceptanceofhisownearlierviews,andsaidthathehadsenttoM。deStaalinsistingthatthemeetingofthesubcommitteeonarbitration,whichhadbeenappointedforthisday(Friday),shouldbeadjournedonsomepretextuntilnextMonday;\"for,\"saidhe,\"ifthesessiontakesplaceto—day,ZornmustmakethedeclarationinbehalfofGermanywhichthesenewinstructionsorderhimtomake,andthatwouldbeamisfortune。\"

  Iwasverygladtoseethisevidenceofchangeofheartinthecount,andimmediatelyjoinedhiminsecuringtheadjournmenthedesired。Themeetingofthesubcommitteehasthereforebeendeferred,thereasonassigned,asIunderstand,beingthatBarond’Estournellesistoomuchoccupiedtobepresentatthetimefirstnamed。LaterCountMunstertoldmethathehaddecidedtosendProfessorZorntoBerlinatonceinordertolaythewholematterbeforetheForeignOfficeandinducetheauthoritiestomodifytheinstructions。Iapprovedthiscoursestrongly,whereuponhesuggestedthatIshoulddosomethingtothesamepurpose,andthisfinallyendedintheagreementthatHollsshouldgowithZorn。
