Neverthelesswars——misunderstandingsthatgettothelengthofarguingthemselvesoutbyswordandcannon——have，intheselategenerationsofimprovedintercourse，beenpalpablybecominglessandlessnecessary；haveinamannerbecomesuperfluous，ifwehadalittlewisdom，andourForeignOfficeonagoodfooting。
OfEuropeanwarsIreallyhardlyrememberany，sinceOliverCromwell’slastProtestantorLiberationwarwithPopishantichristianSpainsometwohundredyearsago，towhichIformyownpartcouldhavecontributedmylifewithanyheartiness，orinfactwouldhavesubscribedmoneyitselftoanyconsiderableamount。DutchWilliam，amanofsomeheroism，didindeedgetintotroubleswithLouisFourteenth；andthererestedstillsomeshadowofProtestantInterest，andquestionofNationalandindividualIndependence，overthosewidecontroversies；alittlemoneyandhumanenthusiasmwasstillduetoDutchWilliam。
