ButClemenshadlargermattersthanthisinprospect。Hismanyspeechesonmunicipalandnationalabuseshefeltweremoreorlessephemeral。Heproposednowtowritehimselfdownmoresubstantiallyandforawiderhearing。Thehumanracewasbehavingverybadly：unspeakablecorruptionwasrampantinthecity；theBoerswerebeingoppressedinSouthAfrica；
thenativeswerebeingmurderedinthePhilippines；LeopoldofBelgiumwasmassacringandmutilatingtheblacksintheCongo，andthealliedpowers，inthecauseofChrist，wereslaughteringtheChinese。Inhislettershehadmorethanonceboiledovertouchingthesematters，andforNew—Year’sEve，1900，hadwritten：
