Astothoseartsandscienceswhichmaybelearnedfrombooks，梥uchastheartoflegislation，historyinallitsbranches，moralphilosophyandlogic；comprehendingmetaphysics，grammar，andrhetoric，梩hesemaybelefttobegatheredfrombooks。Thoseindividualswhoaredesirousofalleviatingthepainsofstudybythecharmsofdeclamationuponthesesubjects，maybepermittedtopayfortheiramusements。Thereis，however，onebranchofencouragement，whichthehandofgovernmentmightextendeventothesestudies。Itmightestablishineachdistrict，inwhichthelecturesofwhichwehavealreadyspoken，shouldbedelivered，anincreasinglibrary，appropriatedtothesestudies。Thiswouldbeatoncetobestowuponstudentstheinstrumentsofstudy，anduponauthorstheirmostappropriatereward。
