  TheUtilitarianheldtheWhigtobea’trimmer’;theWhigthoughttheUtilitarianafanatic;theyagreedinholdingthattheTorywassimplystupid。Andyet,whenwelookattheTorycreed,weshallfindthatbothWhigandUtilitarianoverlookedsomeveryvitalproblems。TheToriesofcourserepresenttheadvocatesofstronggovernment;and,astheiropponentsheld,hadnotheories——

  onlyprejudices。ThefirstarticleofthecreedofanEldonoraSidmouthwas,’IbelieveinGeorgeIII’;——notadoctrinecapableofphilosophicaljustification。SuchToryismmeantthecontentoftherichandpowerfulwiththesystembywhichtheirpowerandwealthwereguaranteed。TheirinstinctshadbeensharpenedbytheFrenchrevolution;andtheysawinanychangetheremovalofoneofthesafeguardsagainstafreshoutburstofthenetherfires。Thegreatbulkofallpoliticalopinionisaninstinct,notaphilosophy;andtheobstructiveToriesrepresentedlittlemorethanclassprejudiceandthedreadofagreatconvulsion。YetintelligentTorieswerebeingdriventofindsomereasonsfortheircreed,whichtheUtilitariansmighthaveconsideredmorecarefully。
