TheUtilitarianheldtheWhigtobea’trimmer’；theWhigthoughttheUtilitarianafanatic；theyagreedinholdingthattheTorywassimplystupid。Andyet，whenwelookattheTorycreed，weshallfindthatbothWhigandUtilitarianoverlookedsomeveryvitalproblems。TheToriesofcourserepresenttheadvocatesofstronggovernment；and，astheiropponentsheld，hadnotheories——
onlyprejudices。ThefirstarticleofthecreedofanEldonoraSidmouthwas，’IbelieveinGeorgeIII’；——notadoctrinecapableofphilosophicaljustification。SuchToryismmeantthecontentoftherichandpowerfulwiththesystembywhichtheirpowerandwealthwereguaranteed。TheirinstinctshadbeensharpenedbytheFrenchrevolution；andtheysawinanychangetheremovalofoneofthesafeguardsagainstafreshoutburstofthenetherfires。Thegreatbulkofallpoliticalopinionisaninstinct，notaphilosophy；andtheobstructiveToriesrepresentedlittlemorethanclassprejudiceandthedreadofagreatconvulsion。YetintelligentTorieswerebeingdriventofindsomereasonsfortheircreed，whichtheUtilitariansmighthaveconsideredmorecarefully。
