  Atfirstblushitmayberalliedasatheoreticalspeculation;butexaminationwillproveittobesolidandsalutary。Itwouldfurnishmatterforafinepreambletoourfirstlawforappropriatingthepublicrevenue;anditwillexclude,atthethresholdofournewgovernmentthecontagiousandruinouserrorsofthisquarteroftheglobe,whichhavearmeddespotswithmeansnotsanctionedbynatureforbindinginchainstheirfellow-men。Wehavealreadygiven,inexampleoneeffectualchecktotheDogofwar,bytransferringthepoweroflettinghimloosefromtheexecutivetotheLegislativebody,fromthosewhoaretospendtothosewhoaretopay。Ishouldbepleasedtoseethissecondobstacleheldoutbyusalsointhefirstinstance。Nonationcanmakeadeclarationagainstthevalidityoflong-contracteddebtssodisinterestedlyaswe,sincewedonotoweashillingwhichmaynotbepaidwitheaseprincipalandinterest,withinthetimeofourownlives。Establishtheprinciplealsointhenewlawtobepassedforprotectingcopyrightsandnewinventions,bysecuringtheexclusiverightfor19。insteadof14。
