MypersonalinterferencehasrenderedtheslavetradeoftheWhiteNileimpossiblesolongasthegovernmentisdeterminedthatitshallbeimpossible。Atthecloseoftheexpedition,thehigherofficialshadbeenchanged,andthecountryappearedtobeingoodhands。ThegovernorofFashoda,JusefEffendi,hadcapturedtheslavevesselsofAbouSaoodaccordingtomyinstructions。IsmailAyoubPachahadbeenappointedgovernorofKhartoum。HusseinKhalifah,theArabdesertsheik,wasgovernorofBerber,andvariousimportantchangeshadbeenmadeamongthehigherauthoritiesthroughouttheSoudan,whichprovedthattheKhedivewasdetermineduponreform。
OnegrandandsweepingreformwasabsolutelynecessarytoextinguishtheslavetradeofCentralAfrica,andthisIleadthehonourtosuggest:——”ThatallthepresentexistingtradersortenantsoftheWhiteNileshouldbeexpelledfromthecountry,preciselyasIhadexpelledthemfromtheterritoryundermycommand。”ThegovernmentwouldthenassumethemonopolyoftheivorytradeoftheWhiteNile,andthenativeswouldinafewyearsberestoredtoconfidence。
Solongastheso-calledtradersofKhartoumshouldbepermittedtoestablishthemselvesasindependentpiraticalsocietiesintheNileBasin,theslavetradewouldcontinue,andtheroadthroughDarfurandKordofanwouldbeadoptedinplaceofthetabooedWhiteNile。
ShouldtheWhiteNilecompaniesbetotallydisbanded,thepeoplenowengagedmustreturntotheiroriginalagriculturalpursuitsintheSoudan,andtheirlabourwouldtendtoanincreaseoftherevenue,andtothegeneralprosperityofthecountry。
