ItneedsnoinsistencetofindassenttothepropositionthatinthecountriesofcivilizedEuropethehereditaryleisureclassisendowedwiththismartialspiritinahigherdegreethanthemiddleclasses。Indeed,theleisureclassclaimsthedistinctionasamatterofpride,andnodoubtwithsomegrounds。Warishonorable,andwarlikeprowessiseminentlyhonorificintheeyesofthegeneralityofmen;andthisadmirationofwarlikeprowessisitselfthebestvoucherofapredatorytemperamentintheadmirerofwar。Theenthusiasmforwar,andthepredatorytemperofwhichitistheindex,prevailinthelargestmeasureamongtheupperclasses,especiallyamongthehereditaryleisureclass。
Moreover,theostensibleseriousoccupationoftheupperclassisthatofgovernment,which,inpointoforiginanddevelopmentalcontent,isalsoapredatoryoccupation。
Theonlyclasswhichcouldatalldisputewiththehereditaryleisureclassthehonorofanhabitualbellicoseframeofmindisthatofthelower-classdelinquents。Inordinarytimes,thelargebodyoftheindustrialclassesisrelativelyapathetictouchingwarlikeinterests。Whenunexcited,thisbodyofthecommonpeople,whichmakesuptheeffectiveforceoftheindustrialcommunity,isratheraversetoanyotherthanadefensivefight;indeed,itrespondsalittletardilyeventoaprovocationwhichmakesforanattitudeofdefense。Inthemorecivilizedcommunities,orratherinthecommunitieswhichhavereachedanadvancedindustrialdevelopment,thespiritofwarlikeaggressionmaybesaidtobeobsolescentamongthecommonpeople。
Thisdoesnotsaythatthereisnotanappreciablenumberofindividualsamongtheindustrialclassesinwhomthemartialspiritassertsitselfobtrusively。Nordoesitsaythatthebodyofthepeoplemaynotbefiredwithmartialardorforatimeunderthestimulusofsomespecialprovocation,suchasisseeninoperationtodayinmorethanoneofthecountriesofEurope,andforthetimeinAmerica。Butexceptforsuchseasonsoftemporaryexaltation,andexceptforthoseindividualswhoareendowedwithanarchaictemperamentofthepredatorytype,togetherwiththesimilarlyendowedbodyofindividualsamongthehigherandthelowestclasses,theinertnessofthemassofanymoderncivilizedcommunityinthisrespectisprobablysogreataswouldmakewarimpracticable,exceptagainstactualinvasion。
