Newsettlements,likethatofthepeopleofIsrael,andsingularestablishments,likethoseofSpartaandCrete,havefurnishedexamplesofitsactualexecution;butinmostotherstates,eventhedemocraticalspiritcouldattainnomorethantoprolongthestruggleforAgrarianlaws;toprocure,onoccasion,theexpungingofdebts;andtokeepthepeopleinmind,underallthedistinctionsoffortune,thattheystillhadaclaimtoequality。
