  Thetwosortsofrestraintsuponimportationabove—mentioned,togetherwiththesefourencouragementstoexportation,constitutethesixprincipalmeansbywhichthecommercialsystemproposestoincreasethequantityofgoldandsilverinanycountrybyturningthebalanceoftradeinitsfavour。Ishallconsidereachoftheminaparticularchapter,andwithouttakingmuchfurthernoticeoftheirsupposedtendencytobringmoneyintothecountry,Ishallexaminechieflywhatarelikelytobetheeffectsofeachofthemupontheannualproduceofitsindustry。Accordingastheytendeithertoincreaseordiminishthevalueofthisannualproduce,theymustevidentlytendeithertoincreaseordiminishtherealwealthandrevenueofthecountry。

  CHAPTERII

  OfRestraintsupontheImportationfromForeignCountriesofsuchGoodsascanbeproducedatHomeBYrestraining,eitherbyhighdutiesorbyabsoluteprohibitions,theimportationofsuchgoodsfromforeigncountriesascanbeproducedathome,themonopolyofthehomemarketismoreorlesssecuredtothedomesticindustryemployedinproducingthem。ThustheprohibitionofimportingeitherlivecattleorsaltprovisionsfromforeigncountriessecurestothegraziersofGreatBritainthemonopolyofthehomemarketforbutcher’smeat。Thehighdutiesupontheimportationofcorn,whichintimesofmoderateplentyamounttoaprohibition,givealikeadvantagetothegrowersofthatcommodity。Theprohibitionoftheimportationofforeignwoollensisequallyfavourabletothewoollenmanufacturers。Thesilkmanufacture,thoughaltogetheremployeduponforeignmaterials,haslatelyobtainedthesameadvantage。Thelinenmanufacturehasnotyetobtainedit,butismakinggreatstridestowardsit。Manyothersortsofmanufacturershave,inthesamemanner,obtainedinGreatBritain,eitheraltogetherorverynearly,amonopolyagainsttheircountrymen。ThevarietyofgoodsofwhichtheimportationintoGreatBritainisprohibited,eitherabsolutely,orundercertaincircumstances,greatlyexceedswhatcaneasilybesuspectedbythosewhoarenotwellacquaintedwiththelawsofthecustoms。

  Thatthismonopolyofthehomemarketfrequentlygivesgreatencouragementtothatparticularspeciesofindustrywhichenjoysit,andfrequentlyturnstowardsthatemploymentagreatershareofboththelabourandstockofthesocietythanwouldotherwisehavegonetoit,cannotbedoubted。Butwhetherittendseithertoincreasethegeneralindustryofthesociety,ortogiveitthemostadvantageousdirection,isnot,perhaps,altogethersoevident。
