TakingitforgrantedthatanalliancemaybeformedbetweenEngland,France,andAmericaforthepurposeshereaftertobementioned,thenationalexpensesofFranceandEnglandmayconsequentlybelessened。Thesamefleetsandarmieswillnolongerbenecessarytoeither,andthereductioncanbemadeshipforshiponeachside。Buttoaccomplishtheseobjectsthegovernmentsmustnecessarilybefittedtoacommonandcorrespondentprinciple。Confidencecannevertakeplacewhileanhostiledispositionremainsineither,orwheremysteryandsecrecyononesideisopposedtocandourandopennessontheother。
Thesemattersadmitted,thenationalexpensesmightbeputback,forthesakeofaprecedent,towhattheywereatsomeperiodwhenFranceandEnglandwerenotenemies。This,consequently,mustbepriortotheHanoversuccession,andalsototheRevolutionof1688。*[32]Thefirstinstancethatpresentsitself,antecedenttothosedates,isintheverywastefulandprofligatetimesofCharlestheSecond;atwhichtimeEnglandandFranceactedasallies。IfIhavechosenaperiodofgreatextravagance,itwillservetoshowmodernextravaganceinastillworselight;especiallyasthepayofthenavy,thearmy,andtherevenueofficershasnotincreasedsincethattime。
