  Havingthusendeavouredtoshowthatthesocialandcivilisedstateofmaniscapableofperformingwithinitselfalmosteverythingnecessarytoitsprotectionandgovernment,itwillbeproper,ontheotherhand,totakeareviewofthepresentoldgovernments,andexaminewhethertheirprinciplesandpracticearecorrespondentthereto。

  CHAPTERII

  OftheOriginofthePresentOldGovernmentsItisimpossiblethatsuchgovernmentsashavehithertoexistedintheworld,couldhavecommencedbyanyothermeansthanatotalviolationofeveryprinciplesacredandmoral。Theobscurityinwhichtheoriginofallthepresentoldgovernmentsisburied,impliestheiniquityanddisgracewithwhichtheybegan。TheoriginofthepresentgovernmentofAmericaandFrancewilleverberemembered,becauseitishonourabletorecordit;butwithrespecttotherest,evenFlatteryhasconsignedthemtothetomboftime,withoutaninscription。

  Itcouldhavebeennodifficultthingintheearlyandsolitaryagesoftheworld,whilethechiefemploymentofmenwasthatofattendingflocksandherds,forabandittiofruffianstooverrunacountry,andlayitundercontributions。Theirpowerbeingthusestablished,thechiefofthebandcontrivedtolosethenameofRobberinthatofMonarch;andhencetheoriginofMonarchyandKings。
